Water resources are not considered to be owned by anyone. The Prophet has hadiths that encourage to fulfill the needs of water for all living beings.
Sa´d İbn Ubâde asked Rasûlullah (sav) which alms would be appropriate, The Prophet answered "water". (.( Ebu Davud, Zekat 41 )
After the Migration, Muslims started to have shortage of drinking water in Madinah. The owner of the Rume Well, who was reported to be a Jew in some accounts, was selling the water of the well, one of the main drinking water resources of the city. The Messenger of God offered him to stop receiving payment, but he refused, stating that he had no other income for his livelihood.
Thereupon, the Messenger of God stated that the person who bought the well and offered it to the benefit of the Muslims would receive go to heaven in return for his service, and all his sins would be forgiven, he would be given a better water source than this well in Paradise, and he bought all the shares and offered it to the use of humanity. (( Buhari, ‘’ Müsakat ‘’ 1, 74 ; Tirmizi, ‘’Menakıb’’ 57; İbn Sa’d, I, 392.)
